Minutes of Sidlesham Parish Council Planning Committee Meeting on
Wednesday, 21st October 2020 in the Church Hall, Church Farm Lane at 7.00 pm

All members of the Council and the public were informed that the meeting will be recorded.
Present: Mr A Harland (Chairman), Mr M Mellodey, Mr C Field, Mrs P Tull, Mr L Ramm, Mrs C Hall, Mrs M Monnington, Mrs L Gibson-House, Mr R Ryder and the Clerk, Mrs T MacIntyre.
1. Apologies for absence: Cllr P Montyn (WSCC), Cllr C Purnell (CDC), Cllr D Johnson (CDC).
2. Minutes of Planning Committee Meeting held 16th September 2020 to be signed as a correct record. Mr Field proposed and Mrs Monnington seconded that the Minutes be signed. All agreed.
3. Declarations by Councillors of personal interests in items on this agenda. None
4. Matters arising from the above minutes not dealt with in separate items below: None.
5. Confirmation of Planning Decisions made on 16th September 2020
5.1 SI/20/02252/PA3Q – 11 Cow Lane, Sidlesham, Chichester, West Sussex, PO20 7LN
Prior approval to Change use of together with building operations necessary to convert agricultural building to dwelling (C3).
The PC has no comment to make on this application. It maintains its opposition to the large number of conversions of agricultural buildings in the area. Decision confirmed unanimously.
5.2 SI/20/01377/ELD – Deanhome Nursery, Keynor Lane, Sidlesham, Chichester, PO20 7NL
Mobile home.
The PC objects to this Application. No evidence accompanied the application to support the applicant’s claim that the mobile home has been in use for 4 years. The PC confirmed the decision unanimously.
5.3 SI/20/01981/FUL - Land South Of Telephone Exchange, Selsey Road, Sidlesham, West Sussex,
Proposed private stable block and associated hard standing. New access to the highway. (Variation of condition 2 of permission 18/02925/FUL - amended the plan numbers to reflect the materials used in the construction of the building).
The PC has no objection to this change to the previous planning consent. It would, however, like the condition that the building cannot be converted to a dwelling or sold off as a separate unit. Decision confirmed by all.
6. New Planning Application for Discussion
6.1 SI/20/02235/FUL - Red Barn Selsey Road Sidlesham PO20 7NE
Erection of three bay garages.
The PC has no objection to the garages. However, it has concerns regarding the additional traffic onto the B2145 from the garage and the new stables (Application SI/20/02343/FUL). This is a dangerous section of the road with poor visibility. Should CDC be minded to grant consent, the PC would like the caveat that the building cannot be converted to residential or sold as an independent unit. Unanimous decision.
6.2 SI/20/02309/LBC & SI/20/02312/DOM - Highleigh Lodge Highleigh Road Sidlesham PO20 7NR
Retention of wood burner and flue.
The PC has no objection to the wood burner and flue and will leave it to the Listed Building Inspector to decide. Unanimous decision.
6.3 SI/20/02267/FUL - Greatham Farm Ham Road Sidlesham Chichester
Demolition of the existing agricultural barns and the construction of 2 no. three-bedroom dwellings - Variation of condition 2 from planning permission SI/18/03378/FUL - addition of single storey rear extensions to dwelling houses, substitute drawing.
No objection. Unanimous decision
6.4 SI/20/02271/TCA - Shotford Manor House Mill Lane Sidlesham PO20 7NA
Notification of intention to remove 1 no. branch on north sector, 2 no. branches on west sector, 2 no. branches on north-east sector and 1 no. branch on south-east sector on 1 no. Oak Tree.
The PC has no objection and will leave it to CDC’s Tree Officer’s discretion. All agreed.
6.5 SI/20/02416/TCA - Shotford Manor House Mill Lane Sidlesham PO20 7NA
Notification of intention to reduce height by 30% and remove new growth (to achieve a pollard effect) on 1 no. Poplar tree.
The PC has no objection and will leave it to CDC’s Tree Officer. All agreed.
6.6 SI/20/02438/TPA - Melita Nursery, Chalk Lane Sidlesham PO20 7LW
Fell 5 no. Poplar trees, Group, G7 subject to SI/86/00938/TPO.
The PC objects to this Application. The avenue of black poplars on Chalk Lane is a feature and an asset of the village. No section of it should be demolished. All agreed.
6.7 SI/20/02343/FUL - Red Barn Selsey Road Sidlesham PO20 7NE
Erection of building comprising of 3 no. stables.
The PC has no objection to the stables. However, it has concerns regarding the additional traffic onto the B2145 from the stables and the new garages (Application SI/2002235/FUL). This is a dangerous section of the road with poor visibility. Should CDC be minded to grant consent, the PC would like the caveat that the building cannot be converted to residential or sold as an independent unit. Unanimous decision.
6.8 SI/20/02539/TCA - Oakdene Mill Lane Sidlesham PO20 7NA
Notification of intention to crown reduce by 30% on 1 no. Oak tree (T1) and 1 no. Maple tree (T2) and by 25% on 1 no. Pittosporum tree (T4). Cut back growth to old wounds (approx. 30%) on 1 no. Ash tree (T3).
No objection. Unanimous decision.
6.9 SI/20/01802/FUL - Melita Nursery , Chalk Lane, Sidlesham, PO20 7LW
Erection of replacement single storey dwelling following removal of existing dwelling and workshop.
The PC has no objection to this Application. It would like the condition that both dwelling and workshop be demolished before work on the new dwelling is started. All agreed.

No objection. Unanimous decision. This decision will be confirmed at the Planning Committee Meeting on 18th November 2020.
