Minutes of Sidlesham Parish Council Planning Committee Meeting on
Wednesday, 18th March 2020 in the Church Hall, Church Farm Lane at 7.00 pm

All members of the Council and the public were informed that the meeting will be recorded.
Present: Mr A Harland (Chairman), Mr M Mellodey, Mr R Ryder, Mrs P Tull, Mr L Ramm and Mrs C Hall, Cllr C Purnell (CDC) and the Clerk, Mrs T MacIntyre.

2. Minutes of Planning Committee Meeting held 19th February 2020 to be signed as a correct record. Mr Mellodey proposed and Mr Ryder seconded that the Minutes be signed. All agreed.
3. Declarations by Councillors of personal interests in items on this agenda. None
4. Matters arising from the above minutes not dealt with in separate items below: None.
5. Confirmation of Planning Application discussed at meeting on 18th December 2019
5.1 SI/20/00171/PA3Q - Anchor Farm, 61 Street End Lane, Sidlesham, Chichester, PO20 7RG
Change of Use of Agricultural Buildings to Dwellinghouses (Class C3) and building operations reasonably necessary for the conversion.
The Parish Council did not object to the application and leaves CDC to decide on land use in this instance. However, any dwelling house must remain ancillary to the main house when no longer needed by the owner and must not be sold as a separate unit. This decision will be confirmed at the Planning Meeting on 18th March 2020. Unanimous decision to confirm decision.
5.2 SI/20/00167/FUL - Anchor Farm, 61 Street End Lane, Sidlesham, Chichester, PO20 7RG
Siting of caravan/lodge and change of use of land from agricultural to residential.84680.
The PC has no objection to the Application on condition that the dwelling remains ancillary to the main house and will not be sold as a separate unit. This decision will be ratified at the PC’s Planning Meeting on 18th March 2020. Unanimous decision to confirm decision.
6. New Planning Application for Discussion
6.1 SI/20/00434/FUL - The Fairways, Brimfast Lane Sidlesham PO20 7PZ
Removal of existing building granted prior approval for change of use to C3 dwelling houses under 19/00757/PA3P and existing stable / storage building, and erection of a single storey new build dwelling and detached car port.
The PC objects to the application. The proposed building is not on the footprint on an existing building and therefore constitutes a new build. Sidlesham has a policy which does not allow new building in the parish, only replacement buildings on the footprint of existing buildings or small scale social housing are permitted. The PC noted 2 caravans on the drawings. Permission for these caravans was granted in 2010 for a limited period while a 4 bedroom house was built. An extension of that time was given in 2014 for the caravans to remain for a further year. The house has still not been completed and if the caravans are to remain, an additional application should be submitted to CDC or they should be removed. Unanimous decision.
6.2 SI/20/00622/FUL - Red Barn Selsey Road Sidlesham PO20 7NE
Erection of new build dwelling as alternative to planning permission SI/17/02510/FUL for Change of use of building from Class B8 (Storage) to Class C3 (Dwellinghouse) along with associated external changes to building. (Variation of condition 2 from planning permission SI/19/01545/FUL - Changes to fenestration).
Object. The PC seeks clarification on the curtilage of the building. The glass doors on the west side appear to open directly onto the boundary of the field. If the applicant intends to include part of the field in the curtilage, this would require an additional application.
It is not clear from the drawings what outside cladding is to be used. If it is to be pre-formed flint cladding, as in their earlier application, this would be out of keeping in the area. If it cannot be genuine flint, then brick or rendered walls would be preferable. All agreed.
6.3 SI/20/00623/PNO3R - Longreach 14A Chalk Lane Sidlesham Chichester
Use of building [aggregate floor area not exceeding 150 sq m) for a flexible commercial use, namely for Classes B1 and B8 purposes.
Object. There is no information on the website and therefore the PC cannot make a decision.
6.4 SI/20/00647/FUL - Melita Nursery, Chalk Lane, Sidlesham, Chichester, West Sussex, PO20 7LW
Change of use of land to Gypsy and Traveller caravan site consisting of 4 no. pitches each containing 1 no. mobile home, 1 no. utility dayroom and associated development. Melita Nursery, Chalk Lane, Sidlesham, Chichester, West Sussex, PO20 7LW,
The Parish Council strongly objects to this application. Three applications have been submitted for gypsy and traveller caravan pitches on this site. This would constitute 19 pitches in total and the PC would like CDC to consider them collectively. A plot of caravans of this size would be overwhelming for the residents in the locality.
It is an inappropriate development in a Horticultural Designated Area and would result in overdevelopment in this historic area of Land Settlement Association properties. Sidlesham has had several applications for gypsy traveller sites recently and it feels that it is developing a disproportionate concentration of such sites. It already has over 10% of gypsy traveller plots in Chichester District.
A site of this size (15 mobile homes, plus associated cars and touring caravans) would dominate the lane. Chalk Lane is a narrow, windy, private road (in places only 3.1m wide) and unsuitable for long, high sided vehicles. The lane and drive would create congestion and would not allow for turning or emergency vehicles to access the site. No space has been allowed for landscaping or communal recreation for children. The area already suffers from flooding and if the plot is to be laid to hard standing, this will exacerbate local drainage problems. The PC believes that a site of this size will harm the ecology of the area, given its proximity to Pagham Harbour Nature Reserve and Medmerry.
The PC would like to draw CDC’s attention to the letter of objection submitted by 6 local residents. It totally supports their views.
Unanimous decision.

Change of use of building to use as a single dwellinghouse. PERMIT.
7.5 SI/19/02442/FUL - Land South Of Meadowgate Nursery Street End Lane Sidlesham PO20 7RG Change use of land to glamping site and 6 no. Shepheard's huts. PERMIT.
7.6 SI/19/02491/FUL - Cherry Tree Farm, Jury Lane Sidlesham Common PO20 7PX
Demolition of an existing static caravan and chicken co-op, construction of 1 no. barn/store, 1 no. livestock polytunnel and refurbishment of existing shed. PERMIT.
7.7 SI/20/00046/PA3Q - Land North Of 66 Street End Lane Sidlesham Chichester PO20 7RG
Change of use of 2 no. agricultural buildings to 2 no. dwellings (Class C3).
PRIOR APPROVAL REQUIRED HEREBY REFUSED.
8. Matters of urgent public importance. Items raised will stand deferred until the next meeting.
9. Matters of Information.
9.1 SI/20/00706/LBC - The Sheepwash, Ham Road, Sidlesham, Chichester, West Sussex, PO20 7NX Single storey side extension and alterations. Renewal of listed building consent SI/05/00357/LBC.
No objection, the PC leaves the final decision to the Listed Building Officer. All agreed.
5.2 SI/20/00741/TCA - Tree Apps (TCA's and TPA's) Map Ref: (E) 485842 / (N) 97284 Proposal: Notification of intention to fell 1 no. Magnolia Grandiflora tree. Address: Thornes, Mill Lane, Sidlesham, Chichester, West Sussex, PO20 7NA
No objection. Unanimous decision.
9.1 Enforcement Appeal: Red Barn Selsey Road Sidlesham Chichester West Sussex PO20 7NE
Without planning permission the erection of a building in an ancient woodland subject to Enforcement Notice SI/73.
The Clerk was asked to write to reiterate the PC’s objection to the building.
9.2 Consultation response to Class Q Guidance Notes.
The PC’s response had been circulated to all councillors and has been submitted.
