Minutes of Sidlesham Parish Council Planning Committee Meeting on
Wednesday, 16th October 2019 in the Church Hall, Church Farm Lane at 7.00 pm

All members of the Council and the public are informed that this meeting will be recorded.
Present: Mr A Harland (Chairman), Mr Mellodey, Mrs C Hall, Mr R Ryder, Mr L Ramm, Mrs M Monnington, Mr C Field and Mrs L Gibson-House, Cllr P Montyn (WSCC), 4 members of the public and the Clerk, Mrs T MacIntyre.

2. Minutes of Planning Committee Meeting held 18th September 2019 to be signed as a correct record. Mr Field proposed, Mrs Hall seconded and all agreed that the Minutes be signed.
3. Declarations by Councillors of personal interests in items on this agenda. None
4. Matters arising from the above minutes not dealt with in separate items below. None.
5. New Planning Application for Discussion
5.1 SI/19/02349/FUL - Land East Of 4 Cow Lane Sidlesham West Sussex PO20 7LN
Demolition of existing building and erection of 1 no. 3 bed dwelling as alternative to SI/18/01871/FUL.
The Parish Council has no objection to the change of design of the building. It was felt that the new design was more in keeping with the neighbourhood and an important criteria in the PC’s decision to approve the Application. All agreed.
5.2 SI/19/02097/DOM - 10 Bremere Lane Sidlesham PO20 7BN
Proposed single storey rear extension.
No objection. Unanimous decision.
5.3 SI/19/02513/LBC - Mill Hamlet Cottage Mill Lane Sidlesham Chichester
Internal alterations including demolition of existing first floor partition wall, construction of proposed first floor partition wall and creation of built in cupboards.
No objection. Unanimous decision.

Single storey extension with associated roof works including 2 no. dormers and alterations to fenestration.

6.3 SI/19/01545/FUL - Red Barn Selsey Road Sidlesham Chichester West Sussex PO20 7NE
Erection of new build dwelling as alternative to planning permission SI/17/02510/FUL for Change of use of building from Class B8 (Storage) to Class C3 (Dwellinghouse) along with associated external changes to building. PERMIT WITH S106.
7. Planning Correspondence and other planning matters.
7.1 Update on Meeting CDC and PC on Class Q Conversions
Mr Mellodey, Mr Harland, Mrs Tull, Cllr Johnson and Cllr Purnell held a meeting with Mr A Frost (Director of Planning & Environment, CDC) and Mr A Whitty (CDC) to discuss Class Q conversions. Representatives of the PC reiterated their view that conversions of agricultural buildings should be allowed only on buildings which are structurally sound and suitable for conversion. It was felt that the PC received notification of applications too late to respond. The Clerk, however, stated that the PC has, over the last 12 months, been notified and has submitted comments. It was decided that members of the PC should look at Class Q Applications in detail, including site visits, in order to comment on the structure of the agricultural building, its location, proof of agricultural/horticultural use since 2013, design suitability in the environment, footprint and consequential development. CDC will publish a guideline document in December for consultation and implementation. This will give technical guideline information for planning officers and applicants.
7.2 Building in Copse at Red Barn, Selsey Road, Sidlesham
The Clerk has received a notice from CDC stating that an Enforcement Notice will be issued to remove the building.
