Minutes of Planning Committee Meeting Wednesday 17th January 2018 in the Church Hall, Church Farm Lane, Sidlesham at 7.00 pm

Members of the Council and the public were informed that the meeting will be recorded.

2.      Minutes of Planning Committee Meeting held 15th November 2017 to be signed as a correct record.  Mrs Hall proposed and Mr Mellodey seconded the proposal.  6 agreed with 1 abstention.

Erection of 1 no. 3 bed self-build dwelling - alternative to SI/16/04105/FUL for change of use of building to dwelling and erection of pitched roofs over flat roof parts of building.  No objection confirmed unanimously

Erection of field shelter and creation of new field access onto Boxham Lane.   No objection confirmed unanimously.
6.6    SI/17/02510/FUL - Red Barn Selsey Road Sidlesham Chichester West Sussex PO20 7NE
Change of use of building from Class B8 (Storage) to Class C3 (Dwellinghouse) along with
associated external changes to building in respect of new external cladding; new windows
and doors; replace profiled metal sheeting on roof with Kingspan insulated Curved Roof
panels; and, insertion of roof lights in roof.   No objection confirmed unanimously.
7.    New Planning Application for Discussion
7.1    SI/17/03364/FUL - Windward Nursery Chalk Lane Sidlesham PO20 7LW
Demolition of an existing glasshouse and erection of a two-storey detached dwelling and machinery store/carport.
The Parish Council strongly objects to this Planning Application.  The Council’s view is that glasshouses should not be considered suitable buildings for conversion; they have minimal foundations and should not be treated in the same way as other agricultural buildings such as sheds and barns.  The LSA horticultural heritage is being destroyed in an HDA.  In addition, the PC considered the design of the building unsympathetic with the surrounding area.  The PC will discuss the issue of agricultural conversions with the Director of Planning at CDC and will include Chichester’s Member of Parliament in the discussion.  All agreed.
7.2    SI/17/03478/FUL - Windward Nursery Chalk Lane Sidlesham Chichester
Proposed structural, internal, fenestration and roof alterations including installation of pv panel array and 9 no. roof lights.
The PC has no objection to this application but would like the condition imposed that the building be for business use only and will not be converted to residential accommodation.  All agreed.
7.3    SI/17/03519/FUL & SI/17/03520/LBC - Highleigh Lodge, Highleigh Road Sidlesham PO20 7NR
Retrospective change of use of outbuilding permitted for studio/gym under SI/14/01505/DOM to self-contained annex for tourist accommodation.
The PC has no objection to this Application on condition that the outbuilding will remain ancillary to the main house and the property will not be subdivided.  Unanimous decision.
7.4    SI/17/03589/FUL - 82 Fletchers Lane Sidlesham PO20 7QG
Erection of 1 no.  dwelling by the devision of an existing residential plot.
The Parish Council objects to this application.  This is an application for a new building, not a replacement or conversion of an agricultural building.  Sidlesham has a policy which does not allow new building in the parish:  only replacement buildings on the footprint of existing buildings or small scale social housing are permitted.  All agreed.
7.5    SI/17/03665/FUL - 84 Fletchers Lane Sidlesham PO20 7QG
Change of use from B8 [storage] to C3 [dwellinghouse] and external changes to building that has change of use permitted under Class P Prior Approval for Change of Use from Class B8 (Storage) to Class C3 (Dwellinghouse) under SI/17/03340/PA3P.
The Parish Council maintains its view that this building is inappropriate for conversion but has no objection to the design of the proposed building.  All agreed.

9.7    Keynor Lane traveller site.  A resident of Keynor Lane updated the PC on progress made by neighbouring residents in objecting to this application.  They have submitted an objection on landscape grounds and have submitted a further objection on highway grounds.  CDC has not replied to these letters, nor have they been put in the public domain on CDC’s website.  The Application has been extended to mid-February.   Mr Mellodey suggested that he and Mr Bedford meet with the resident of Keynor Lane to discuss anything further the PC can do to help.
9.8     The PC was informed of the possibility that the inhabitants of mobile homes on Lakeside, Chichester   may consider purchasing land in Keynor Lane with a view to moving their mobile homes to Sidlesham.
